Sue asked for and received phone numbers for all team captains.  This will assist in notifying of meetings.  Meetings will be posted on the web site.  Check from Mickey McCabe was given to Ray Paquin for remaining funds from QCPL account after end of last season and payment of clubs and 6-pocket runs.  $1097.

Discussion of topics raised at first meeting:

1.        The rule about avoiding a forfeit and allowing players to play twice.  Those present felt we should go back to the original rule where if a team did not have enough players to play five matches it would be a forfeit.  The current rule states

Rule 12.   AVOIDING FORFEITS

Realizing the purpose of the QCPL is to allow members to enjoy playing pool on Friday nights, the following rule revisions were adopted by league captains at the September 2009 meeting and subsequently revised at the meeting held in November 2010.

 

1.  During regular season play only, in order to avoid a forfeit, a team not having enough roster players present may “draw from the bar” in games one through five.  Any number of non-roster players not having played for any other team during the half can be “drawn from the bar”.

 

2.  During regular season play only, in order to avoid forfeits in the 4th and 5th games, a team not having enough roster players present may have players who have previously played in games one, two or three play for a second time.  However, players to play a second time shall be approved by the opposing captain.  It is mandatory that a captain anticipating being short of players advise the opposing captain of the anticipated shortage by the START of the 3rd game.  Players so chosen and approved cannot play for a 3rd time in any match.  Playing a second time can only take place in the 4th and 5th games.  If a roster player unexpectedly shows up before the start of games four or five, that player must participate in the next schedule match (terminology revised 8/31/2012), even though “second game selections” may have already taken place by the opposing captain.  In summary, a team having only 6 players available for a match can conceivably complete all five games constituting a regular season match.  Every roster player in attendance must play once before anyone can play a second time.

 

The above rule revisions are intended to avoid forfeits and allow maximum playing time for all players interested in playing pool on a Friday night. (Approved Nov 2010)

 

A team that allows an ineligible player (has previously played in a game for another league team during that half) to participate in a game shall forfeit such game.  A player removed from an existing 20 player roster to make room for another player cannot be reinstated to that roster or any other roster for the duration of the season unless such reinstatement is approved by the league's Board of Directors. 

 

New Rule -   12.   AVOIDING FORFEITS

In order to avoid a forfeit, a team not having enough roster players present may “draw from the bar” in games one through five.  Any number of players not having played for any other team can be “drawn from the bar” during the first four weeks of a half. These players will then be added to the roster.  If the roster is already full (20 players) then a player will need to be dropped from the roster for the half.  If the team cannot field two players for a match at the conclusion of the prior match then rule 6 will be in effect.  Once the 10 minute rule has expired then the match will be forfeit 6-0.  Players can only play once per night.  The addition to the roster will need to be called in to the League scorer (Sue Davis) and if a player needs to be removed this also needs to be reported.

 

2.         League rules carrying from league play into tournament – example fouls.  Last year in the league and singles we played cue ball fouls only; in the doubles we played all ball fouls.  Captains felt tournaments were run by the hosting club and the league does not run the tournament.  The decision was made that Friday night league play would again follow all fouls and the rule was amended.

49.  FOULING

If a player moves any ball on the table, while in the act of assuming, executing or abandoning the stroke stand with any part of the body or clothing or hand bridge used to take a shot, it shall be a foul.  If any ball is moved the shot should be stopped and the opposing player has the choice of putting the moved ball back as close to the original spot as possible or leaving it where it lies.   The fouling player has no say in where the ball is replaced. If the cue ball is intentionally moved (thought it was a scratch but it wasn’t), a foul has occurred and it will be ball-in-hand behind the foul line for the opposing player/team. (Clarified 1/17/13).  During Friday night league play all fouls will be called. 

3.        Playing on a second table while league matches were ongoing.  The rule states that you cannot play on an available table once the matches for the night have begun. Some clubs allow everyone to play on an available table once the league matches have begun.  Voted to leave the rule as stated.

 

Rule 14.   PRACTICE SHOTS

Players will be allowed six (6) practice shots before each game.  Players' names must be written on the blackboard before the player takes any practice shots or breaks the rack.  The captain of the home team or his/her designee shall immediately rack the balls after practice shots have been completed so the game may begin.  Once a regular season match has started, no player on the roster of either team shall be allowed to practice on an "open" table located on the premises of said match.  In the case of a tournament, once the day's tournament play has commenced, no player participating in the tournament shall be allowed to practice between his/her matches on an "open" table located on the premises of such tournament. 

4.        Opening second table if third match has not completed by a certain time.  This is not stated in the rules but has been assumed and implemented in the past.  The rule was added.

           60.  OPENING SECOND TABLE 

If the third match has not completed by 10 PM the second table located on the premises will be used if it is available.  (added 8/22/13).

 

5.        It was suggested that a rule be put in place that limits the number of times a team captain/co-captain can go to the table during a game.  After considerable discussion the rule was amended.

Rule 13.   COACHING A PLAYER

Once a game has started, the only persons allowed to directly advise a player are the team's captain, co-captain, or the player's partner.  Spectators and team members are not permitted, in any manner, to directly advise players.  However, team members may give counsel to a team captain who can communicate such advice to a participating player.  A team’s captain or, in the case of tournament play, the referee, shall be responsible for enforcement of this rule.  After a verbal warning from a captain or referee takes place regarding direct instruction, if such direct instruction from a teammate continues for a second time, a forfeit shall be imposed.  Spectators not complying with a request to desist shall be requested to absent themselves from the pool playing area. 

The Captain or Co-captain can only call a “time out” and coach players in a match three times per game. (amended 8/22/13).

 

6.        It was felt that the handicap system is working and it has succeeded in making the matches competitive each week therefore we need to implement an actual rule for the handicap.  We also need a rule that states if a team wins a half their handicap automatically drops for the next half of league play.  Rule was added to the Bi-laws.

 

20  HANDICAP

The team’s handicap will be set each year by the board after the initial roster is presented and will be adjusted prior to the fifth night of league play.  When the handicap system is used for league play, the team winning a half will automatically, and without exception, have their handicapped dropped three points for the next half of league play.  The team winning the second half of league play will also have their handicap dropped going into the HOME & HOME playoffs.

7.        Clarification of the rule about barred members playing in league play and/or tournament play.  Current rule states that club rules prevail when allowing barred members to play in the league and/or tournaments.  Voted to leave the rule as stated.

 

Rule 5.     PRE-GAME AND POST-GAME TABLE USE AND SEATING

 

Visiting teams shall have the courtesy of the use of the table upon which the match is to be played one-half hour before each match and shall also receive preferential courtesy in seating arrangements.  Visiting teams shall also have priority of use of the table upon which the match was played after the match ends.  All visiting teams shall abide by the home team's club rules or house rules while on the premises of the home team.  This includes the privilege of playing in a particular club.  Specifically, the host club’s directors, not the Queen City Pool League’s officers or board of directors, shall have final authority to decide if a visiting team member shall be allowed into the club.  If a visiting player has been barred from a club, he can be legitimately denied entrance to that club in order to play and neither the visiting team nor the Queen City Pool League can overrule such a decision.

 

8.        Enforce rule that in order to host a tournament adequate parking must be available and food must be provided on site.  Tabled to another meeting.

9.   Spotting the one ball.  It was felt that the one ball can be spotted any way you want.  Approved.

10.  Fee for each team.  The fee will remain at $150 per team payable to the QCPL by the fourth week of play.  Bi-laws updated. Checks are to be sent to Ray Paquin c/o Davignon Club.

It was suggested that we move the league meetings around to all the clubs.  Everyone felt this was a good idea.  Next meeting will be at the Alpine club on August 27, 2013.  Roster will need to be submitted.   If at all possible handicaps will need to be set.
